Material Procurement for Akkışla Dairy Processing Facility

The procurement of materials for Akkışla Dairy Processing Facility will be conducted through an open tender procedure in accordance with Article 19 of the Public Procurement Law No. 4734, and bids will only be accepted electronically through EKAP (Public Procurement Platform). Detailed information can be found in the administrative specifications within the tender document available on EKAP. c) Place of delivery: Akkışla Dairy Processing Facility d) Duration/delivery date: The awarded materials shall be delivered to the designated locations determined by the contracting authority within 60 (sixty) days from the start date of the contract. e) Start date of the contract: Within 3 (three) days from the signing of the contract.

Interested parties must submit the following documents and qualification criteria, as well as information on non-price factors, within their e-bids in order to participate in the tender: 4.1.2. Information proving the authority to submit a bid:

  • For legal entities: Information regarding the officials in charge of the management of the bidder, as well as information on partners and their share ratios (excluding publicly traded shares)/members/founders, can be obtained by the contracting authority from EKAP. 4.1.3. Bid letter in the form specified in the Administrative Specifications. 4.1.4. Information on the temporary guarantee as specified in the Administrative Specifications. 4.1.5. The entire procurement or a part of it cannot be subcontracted.

4.2. Documents related to economic and financial capacity and the criteria that these documents must meet: The contracting authority has not specified any criteria regarding economic and financial capacity.

4.3. Documents related to professional and technical competence and the criteria that these documents must meet: The contracting authority has not specified any criteria regarding professional and technical competence.

  1. The most economically advantageous bid will be determined solely based on price.

  2. Only domestic bidders can participate in the tender.

  3. The tender document can be viewed on EKAP free of charge. However, bidders must download the tender document from EKAP using an e-signature in order to submit a bid.

  4. Bids must be prepared electronically on EKAP, signed with an e-signature, and submitted through EKAP along with the e-key related to the bid by the tender date and time.

  5. Bidders must submit their bids in the form of unit prices calculated by multiplying the quantity of each work item by the unit price proposed for that work item. A unit price contract will be signed with the bidder who is awarded the tender.

  6. Bids must be submitted for the entire scope of the work.

  7. Bidders must provide a temporary guarantee in an amount determined by themselves, which shall not be less than 3% of the bid amount.

  8. No electronic auction will be held for this tender.

  9. The validity period of the bids is 60 (sixty) calendar days from the tender date.

  10. Consortium bids will not be accepted.

  11. Other matters: Bidders whose bid prices are determined to be excessively low by the tender commission will be requested to provide an explanation in accordance with Article 38 of the Law.
